LEV testing in the UAE

Local exhaust ventilation testing in the United Arab Emirates is not governed by one federal instrument or one uniform inspection interval. The published position is divided between authorities and territories. Abu Dhabi has a mandatory Code of Practice with an annual minimum; Sharjah ties frequency to the manufacturer's manual; Dubai has activity-specific guidance but no dedicated LEV testing instrument; and Trakhees imposes provision and pre-start checking duties without creating a periodic regime. Those differences should not be disguised by importing foreign practice or extending one emirate's document across the federation.

Abu Dhabi: a dedicated annual testing duty

The clearest published testing framework is ADPHC Code of Practice CoP 52.0 Local Exhaust Ventilation, Version 4.1, dated 27 February 2026, issued by the Abu Dhabi Public Health Centre under ADOSH-SF. Section 1(a) states: "This Code of Practice (CoP) applies to all employers within the Emirate of Abu Dhabi. This CoP is designed to incorporate requirements set by UAE and Abu Dhabi regulatory authorities. If requirements of this document conflict with requirements set by another regulatory authority, employers are required to follow the more stringent requirement." The territorial limit is clear: the Code applies to employers in the Emirate of Abu Dhabi and is not a federal instrument. Section 1(b) states: "This CoP sets requirements on how to control gas, vapour, dust, fume and mist in workplace air using local exhaust ventilation (LEV) to extract contaminants before they enter employee's breathing zones." The focus is LEV as engineering plant rather than personal exposure monitoring or airborne contaminant sampling.

The annual minimum appears twice. Section 3.1.1(h) states: "Employers shall perform flow tests and inspect the LEV system on a regular basis (at a minimum annually) and document the findings along with any maintenance requirements." Section 3.1.1(j) separately states: "Employers shall ensure LEV are tested and inspected regularly (at a minimum annually) to ensure the system work in accordance with manufactures specifications." Annual is a test interval, not a measured quantity, so it has no averaging period or sampling basis. The repetition confirms annual inspection and testing as the minimum published interval for employers in the Emirate of Abu Dhabi.

Sharjah: manufacturer-led frequency and mandatory records

Sharjah uses Guideline OSHJ-GL-12 Local Exhaust Ventilation, Version 1 Rev 0, September 2021, issued by the Sharjah Prevention and Safety Authority under the Occupational Safety and Health System in Sharjah. Section 2 explains its status: "To achieve compliance in the Emirate of Sharjah, all entities are required to demonstrate a standard of compliance which is equal to or higher than the minimum acceptable requirements outlined in this Guideline document." Sharjah OSHJ-GL-12 is therefore a Sharjah Prevention and Safety Authority Guideline setting minimum acceptable requirements. It is not federal law and does not establish duties outside the Emirate of Sharjah.

Section 5.6 states: "Regular inspection, testing and maintenance of LEV systems is critical. The frequency and detail of the inspection, testing and maintenance should be planned by the entity at a minimum in accordance with the manufacturer's manual." That wording creates no fixed interval. The published floor is the manufacturer's manual, and the entity is expected to plan the frequency and detail around that information. A calendar period cannot be added where the Sharjah source provides none.

Section 5.7 contains the only use of "shall" in the whole Guideline: "The entity shall record and retain a logbook or suitable records of maintenance, inspections, examinations and tests carried out on LEV systems." The record duty is firmer than the frequency wording.

Dubai: activity-specific guidance without an LEV interval

Dubai Municipality publishes no instrument dedicated to local exhaust ventilation and sets no LEV testing interval in the material located. Its Health and Safety Technical Guidelines register runs to roughly eighty guidelines, and none is titled local exhaust ventilation. The source states no measurement condition or sampling basis for that approximate document count. Activity-specific Dubai Municipality technical guidelines nevertheless address ventilation.

DM-HSD-GU42-PSB2 Technical Guidelines for Paint Spray Booths V4.0, issued on 09 May 2024, applies to "all establishments and undertakings involving paint spray booth activities in the Emirate of Dubai". Section 1 records that "Dubai Local Order No. 61 of 1991 requires employers to take adequate precautions to ensure safe working conditions". That document is a Dubai Municipality technical guideline for a defined activity. It does not, on the supplied material, create a general periodic LEV testing interval.

DM-HSD-GU43-SUOS2 Technical Guidelines for Safe Use of Industrial Organic Solvents V4.0 applies to "all commercial and industrial establishments, public or government institutions, where industrial organic solvents are used, including construction-related project sites in the emirate of Dubai". It states: "Hazardous atmospheric contaminants should be effectively controlled at their source by means of a local exhaust system" and "Air from local exhaust ventilation system should not be re-circulated into the workroom". Both propositions use "should" and do not establish a general certification cycle.

Dubai's certification mechanism does not include LEV

Dubai Municipality does operate a periodic third-party examination and certification regime in another field. DM-HSD-GU48-ECLA2 applies that mechanism to cranes, hoists, lifts and other lifting equipment. Local exhaust ventilation is not included in that regime. The comparison shows that Dubai uses periodic third-party certification in another field but does not apply it to LEV in the supplied instruments.

Lifting-equipment certification cannot be extended to LEV by inference, and the solvent or paint spray booth guidance cannot be turned into a general testing interval. Dubai Municipality technical guidelines contain relevant source-control and activity-specific provisions, but no dedicated Dubai Municipality LEV instrument or fixed LEV testing interval has been located in the supplied material.

Requirements concerning precautions, source control or recirculation can influence specification and operation, but do not specify a tester, method, interval or certificate.

Trakhees: provision and a check before work

Trakhees Regulation IO-4.0 Occupational Health and Safety, PCFC-TRK-EHS-IO-REG-04, Rev. 01, December 2024, is issued by Trakhees, Department of Planning and Development, EHS, of the Ports Customs and Free Zone Corporation. It applies "in Trakhees jurisdictional areas". That territorial formulation is essential because Trakhees Regulation IO-4.0 is not a federal instrument and should not be presented as a general rule for Dubai or the wider United Arab Emirates.

Section 4.17.1 states: "Adequate Local Ventilation (with filtration/mitigation arrangements where required) is to be arranged in connection with all types of works involving injurious or irritating gases/smoke/fumes, which may occur or may form while the work is going on." Section 4.17.2 adds: "Ventilation is to start up before work commences; a check is to be made by Foreman/Safety Officer." The duty concerns provision, start-up and a pre-start check.

Trakhees IO-4.0 contains the term "local exhaust" zero times, the word "velocity" zero times and the word "annual" zero times. These text counts carry no measurement condition or sampling basis in the source. The regulation supplies no periodic LEV testing regime, velocity criterion or annual inspection interval. The pre-start check is not a certification scheme.

Federal and other territorial gaps

No UAE-wide federal duty specific to local exhaust ventilation has been identified in the supplied material. The UAE Government's official summary page on health and safety at the workplace does not contain the words ventilation, exhaust or LEV. Those absences do not prove that no other federal provision could affect ventilation, but the official summary cannot support a federal LEV testing duty.

Is annual LEV testing required throughout the United Arab Emirates?
